At what age can a child refuse to spend time with a parent?

I think anyone over 14 can have a say in it. Ultimately it's up to the parents though. I know that in my teens I hated going every weekend to my mom's house - I just wanted to hang out with my friends and do normal teenager stuff...I do think that the child should have their reasons (even if it's just about being a lazy teenager) lined up and they should also be prepared to talk to the parent they are blowing off and explain why. Mature enough to have a say = mature enough to have to explain themselves.
