Spanish speakers - necesito sus ayudas, por favor!?

Could anyone please tell me if "so�ar no cuesta nada" is the Spanish equivalent of "dream on" in English. Does it carry the same sarcastic connotation in Spanish? If not, what does this phrase mean? I'd really like it if only genuine Spanish speakers answered this. Thanks!
