Are there any norms for constructing road dividers in towns ?

Many civic autorities in India are constructing road dividers on busy/ narrow streets in town without providing for footpaths, pedestrian crossings and public parking. I feel this is wrong and endagering the pedestrians, besides norrowing the roads further. I need some well researched / legal doent on this issue. Pls help.
