What makes pro-lifers think a fetus is a baby ?

If it is before 12 weeks the fetus hasn't developed a nervous system yet so it does not feel anything , it does not breath as it is in amniotic fluid and it does not even love its mother as without a fully developed brain and sensory input it would have no conceptual context of love , conclusion , a fetus is not a baby.
